Texas charges 6.25% motor vehicle sales tax, but not necessarily on what you paid. If your purchase price is below 80% of the state's Standard Presumptive Value (SPV), the county will generally tax you on 80% of the SPV instead. Unless you bring a certified appraisal. Form 14-128 lets you ask the county to tax the vehicle's documented value, which on a high-book, rough-condition car may be worth more than the appraisal costs, depending on the gap in your case.

How SPV Works in Texas
Standard Presumptive Value is the state's database estimate of what your used vehicle is worth, based on regional sales of similar vehicles. When you title a private-party purchase, the tax office compares your reported price to SPV and taxes you on the higher of your price or 80% of SPV. SPV doesn't know your car has hail damage, a slipping transmission, or 60,000 hard miles. A certified appraisal does.
The Form 14-128 Fix
Texas law lets you override SPV with a certified appraisal on Form 14-128 (Texas Motor Vehicle Appraisal for Tax Collector Hearing / Standard Presumptive Value). File it with the tax office and you pay 6.25% on the certified appraised value instead. Deadline matters: the appraisal must be obtained within 30 days of the purchase date (military exceptions may apply), so order promptly after buying. Rules change, so confirm the current requirements with your county tax office.
The Math (An Illustration, Not a Promise)
Say SPV pegs your truck at $18,000 but you paid $12,000 because it needs work. Taxed at 80% of SPV, you'd owe 6.25% on $14,400 = $900. With a certified appraisal at $12,000, you'd owe $750. Those are illustrative figures only: your saving depends entirely on the gap between SPV and your vehicle's documented value, and on a small gap the appraisal may cost more than it saves. Not always, but trustees can and do challenge unsupported values. A certified appraisal is the cheapest insurance against an objection that could cost far more in delays and fees.
